Justin R. Apt, CFA®
Founder and President
Justin has over 20 years of industry experience, including institutional investment and private wealth management.
Immediately prior to founding Owl Creek Wealth Partners, Justin had nearly 10 years of leadership success serving as the President/Managing Principal for a large Denver-based wealth management firm. During his time there, he guided the firm in achieving noteworthy organic growth and helped lead the acquisition of two other wealth management firms.
Justin is a Chartered Financial Analyst (CFA®) Charterholder. Additionally, he has a bachelor’s degree in Finance and a second bachelor’s degree in Accounting from the University of Denver.
Born and raised in Colorado, Justin enjoys his home state’s outdoor lifestyle, which includes hiking, four-wheeling, camping, and fishing. In fact, all the pictures on this website were taken during his adventures around Colorado. He and Charlotte have been happily married since 2005 and enjoy spending time in Sante Fe, NM.
Brandon J. Bineau, CFP® , CRPC®
Wealth Advisor
Brandon joined Owl Creek Wealth Partners as a Wealth Advisor in 2025. He works with our clients to develop multifaceted financial plans tailored to ensure they feel confident and supported in their financial journey. Brandon brings a thoughtful and client-centric approach to wealth management. Whether building a comprehensive financial plan from scratch or refining an existing one, he leads with curiosity, empathy, and a commitment to understanding what matters most to our clients.
Brandon began his wealth management career in 2017 as a Financial Consultant with Charles Schwab & Co. in Colorado, later relocating to Massachusetts. He later relocated back to Vail, Colorado, to work at J.P. Morgan Chase as a Private Client Advisor. Brandon left JP Morgan to pursue opportunities with independent wealth management firms located in Denver, allowing him to further deepen his planning expertise and reinforce his passion for helping clients navigate complex financial decisions.
Brandon is a CERTIFIED FINANCIAL PLANNER™ (CFP®) professional and holds the Chartered Retirement Planning Counselor℠ (CRPC®) designation. He earned his degree from the University of Colorado Boulder. Originally from the Northeast — having grown up in both New Jersey and Vermont — Brandon now lives in Denver with his fiancée Rachel, their son Bodie, their dog Hank, and their cat Calvin. He enjoys skiing, hiking, camping, traveling, and exploring Colorado’s mountains with his family.
Cindy Steiner
Director of Operations
When Justin was preparing to launch Owl Creek Wealth Partners, he knew he needed an experienced Director of Operations, and Cindy was the first person he called to join the team. Thankfully, Cindy was all in!
Cindy has over 10 years of Financial Services industry experience. She was the Director of Operations at a Denver-based wealth management firm where she facilitated a successful merger of two mid-sized firms with a combined 800 clients and 1,800 accounts. She is an expert in establishing compliance protocols, managing client service associates, and introducing streamlined processes.
She also worked for Envestnet Tamarac, teaching wealth management firms how to use their portfolio management and reporting software. Coincidentally, this is the software provider Justin has used for years, and Owl Creek Wealth Partners continues to use today.
Prior to entering the Financial Services industry, Cindy led a team of 11 direct reports in three different offices, along with more than 40 offshore contractors at IHS Markit, which was acquired by S&P Global in 2022. At IHS Markit, Cindy and her team were responsible for the overall data accumulation, accumulation systems, and data quality of US Energy information, which included well, production, and drilling activity for the entire western United States, supporting revenues that exceeded $125 million annually.
Her strengths and passions include data stewardship and process development, but she is really a ‘people person’ who truly thrives on building lasting relationships with team members and clients, ensuring they have an exceptional experience with the firm.
Outside of work, Cindy and her husband enjoy traveling, visiting their grown kids across the country, and spending time being active outdoors.
Skye Fineran
Client Service Associate
Skye joined Owl Creek Wealth Partners as a Client Service Associate in 2025 and has been a part of the financial services industry since 2021.
After graduating from West Texas A&M University in 2021, earning a Bachelor of Business Administration in Management, she entered the financial services industry as an administrative assistant. Skye enjoys the rewarding feeling of helping clients achieve their financial goals and looks forward to making a difference at Owl Creek Wealth Partners.
Skye was born in South Dakota and grew up in Tecumseh, Michigan. She resides in Castle Rock, Colorado, with her family and two golden retrievers. Skye loves art history, cooking, playing golf, and spending time with her family and friends.
Chartered Financial Analyst (CFA)
This designation is a globally recognized, graduate-level credential focused on investment knowledge and ethical standards. To earn the CFA charter, candidates must:
Complete a rigorous self-study program and pass three sequential, six-hour exams covering topics such as ethics, investment tools, asset valuation, and portfolio management.
Accumulate at least four years of qualified professional work experience in investment decision-making.
Become a member of the CFA Institute and adhere to its Code of Ethics and Standards of Professional Conduct.
Minimum Qualifications for The CERTIFIED FINANCIAL PLANNER™ Designation
CFP® professionals have met CFP Board’s high standards for education, examination, experience, and ethics. To become a CFP® professional, an individual must fulfill the following requirements:
Education – Earn a bachelor’s degree or higher from an accredited college or university and complete CFP Board-approved coursework at a college or university through a CFP Board Registered Program. The coursework covers the financial planning subject areas CFP Board has determined are necessary for the competent and professional delivery of financial planning services, as well as a comprehensive financial plan development capstone course. A candidate may satisfy some of the coursework requirements through other qualifying credentials. CFP Board implemented the bachelor’s degree or higher requirement in 2007 and the financial planning development capstone course requirement in March 2012. Therefore, a CFP® professional who first became certified before those dates may not have earned a bachelor’s or higher degree or completed a financial planning development capstone course.
Examination – Pass the comprehensive CFP® Certification Examination. The examination is designed to assess an individual’s ability to integrate and apply a broad base of financial planning knowledge in the context of real-life financial planning situations.
Experience – Complete 6,000 hours of professional experience related to the personal financial planning process, or 4,000 hours of apprenticeship experience that meets additional requirements.
Ethics – Satisfy the Fitness Standards for Candidates for CFP® Certification and Former CFP® Professionals Seeking Reinstatement and agree to be bound by CFP Board’s Code of Ethics and Standards of Conduct (“Code and Standards”), which sets forth the ethical and practice standards for CFP® professionals.
Individuals who become certified must complete the following ongoing education and ethics requirements to remain certified and maintain the right to continue to use the CFP Board Certification Marks:
Ethics – Commit to complying with CFP Board’s Code and Standards. This includes a commitment to CFP Board, as part of the certification, to act as a fiduciary, and therefore, act in the best interests of the client, at all times when providing financial advice and financial planning. CFP Board may sanction a CFP® professional who does not abide by this commitment, but CFP Board does not guarantee a CFP® professional's services. A client who seeks a similar commitment should obtain a written engagement that includes a fiduciary obligation to the client.
Continuing Education – Complete 30 hours of continuing education every two years to maintain competence, demonstrate specified levels of knowledge, skills, and abilities, and keep up with developments in financial planning. Two of the hours must address the Code and Standards.

Minimum Qualifications for the Chartered Retirement Planning Counselor (CRPC)
The CRPC program is administered by the College for Financial Planning. Individuals who hold the CRPC® designation have completed a course of study encompassing pre-and post-retirement needs, asset management, estate planning, and the entire retirement planning process using models and techniques from real client situations. Additionally, individuals must pass an end-of-course examination that tests their ability to synthesize complex concepts and apply theoretical concepts to real-life situations. All designees have agreed to adhere to Standards of Professional Conduct and are subject to a disciplinary process. Designees renew their designation every two years by completing 16 hours of continuing education, reaffirming adherence to the Standards of Professional Conduct, and complying with self-disclosure requirements.
